Clearwater Paper plant construction outside Shelby in Cleveland County. They will make and package toilet paper. The project is funded by the Golden Leaf Foundation, created in 1999 to administer North Caroloina's share of the Master Settlement Agreement with cigarette manufacturers. The GLF is a nonprofit dedicated to strengthen the state's economy through grantsmaking, especially in tobacco-dependent rural areas.
